No, you don't have to be a professional rodeo champion like Ty Murray to fly a powered parachute or gyroplane. You are, however, required to have a Sport Pilot license and be certified on the type of sport aircraft that you intend to fly.
With the right training anyone with a valid drivers license can become a licensed sport pilot. You can be well on your way to becoming a licensed sport pilot within a few short weeks.
